These powers come from a divine entitytransplanted by Amado using the DNA he collected from the remains of Shibai Otsutsuki, a member of the Otsutsuki Clan who managed to become a God, which developed an incredible power called shinjutsu.
Shinjutsu is considered a phenomenon equivalent to a miracle. It is also known as the Divine Technique and did not require the use of seals or chakra modulation like the other techniques shown in Boruto or Naruto. These abilities can be used by the Otsutsuki Clan or whoever has part of their DNA.
