One Piece: Why the bounty of Luffy and 3 billion Berries?

Luffy’s latest bounty reaches 3 billion berries and here’s why such a high reward was put on his head.

Monkey D. Luffy is one of the most famous pirates in the world of One Piece today. Known as one of the most prodigious pirates of all time, Luffy began his journey from East Blue where he immediately rose to prominence as a big fish in a small pond. While he started out as a nobody, by the end of the saga he had already defeated the likes of Alvida, Arlong, Don Krieg, and even Buggy. He currently has a bounty of 30 billion berries on his head, becoming the Baddest Man in the East.

Luffy’s notoriety and infamy keep growing over time. In Grand Line, he immediately eliminated one of Crocodile’s Shichibukai, boosting his bounty to 100 million berries. Soon after, he invaded Enies Lobby and defeated CP9, increasing his bounty by 300 million berries. After One Piece’s Supreme War, this bounty was increased to 400 million berries. Shortly after the two-year time jump, Luffy defeated another Shichibukai in Donxiquote, Doflamingo. His bounty once again soared to 500 million berries. Following the events of Whole Cake Island, which took place a week after the fall of Doflamingo, he arrived at a bounty of 1.5 billion berries. A few weeks later, he defeated Kaido one of the Yonko and reached 3 billion bounty berries on his head. Still, one wonders if Luffy’s bounty should have been higher. After all, he was the one who did all the work in the Wano Country Arc. His bounty is, for now, the same as Trafalgar Law and Eustass Captain Kid.

The events of Wano were huge for the world government. Soon after Luffy’s small victory over Big Mom in the Whole Cake Island was made public, it was common knowledge that Kaido and Big Mom would soon meet. The World Government hoped that they would both self-destruct. However, in a shocking turn of events, the two joined forces. The combined strength of the two Yonkos was met by the Worst Generation, which includes Luffy, Zoro, Killer, Kid, and Law. For the world, it was a fight between the Worst Generation and the two Yonkos that would define a new era. Specifically, it was between the three Worst Generation captains (Luffy, Law, and Kid) and the two Yonko captains who are Big Mom and Kaido.

To the world, it was the collective effort of the three captains that took down two of the Yonko, but the truth is not far from that. In reality, Kid and Law teamed up to take down Big Mom. Meanwhile, Luffy fought Kaido on his own. Thanks to a series of bonuses, he felled him in combat. Luffy’s bounty should be significantly higher than Kid and Law’s, but they all share the same. This is simply due to the fact that the world government does not know the details of the course of the battle. For them, it was the three captains of the Worst Generation who took down the Yonko. This is especially true since their collective bounty is 9 billion berries, just above Kaido and Big Mom’s collective bounty of 8.9 billion berries. Had the government known that Luffy defeated Kaido single-handedly, his bounty would most certainly have been higher. Interestingly, lack of knowledge about the events of the war isn’t the only reason Luffy’s bounty is lower than it should have been.

It’s no secret that the World Government recently discovered that Luffy is, indeed, the user of the Gomu Gomu fruit. They also know that this fruit is legendary, having tried to obtain it twelve years before this moment. Thanks to Shanks, this fruit was stolen from them right under their noses, and Luffy eventually ate it. In One Piece Chapter 1044, it was revealed that this fruit is the one that eluded the World Government for centuries and that its real name is Hito Hito no Mi, Model: Nika. Luffy’s fruit was also revealed to be a mythical Zoan and was named after a god Nika. Also, in the Wano Country Arc, we learned that Nika was a character that slaves once prayed to, and in return, he brought them happiness and freed them from their misery and captivity. As such, Luffy is the natural enemy of members of the government.

His Devil Fruit is most likely one of the powers they faced long ago, in the Void Age. Therefore, making Luffy’s true identity public would only cause them harm. This is evident from the fact that the World Government wanted the name “D” removed from its bounty poster. Additionally, they wanted the image of Luffy, where he looked like the Sun God Nika, removed from the poster as well. Obviously, they wanted Luffy’s identity to remain hidden. Putting a huge bounty on his head that would eclipse Shanks’ and even Big Mom and Kaido’s would only draw more attention to him and make it clear that he’s someone special.

Also, it makes sense that Luffy’s bounty is 3 billion berries. Luffy has yet to reach his peak as a pirate, even though he has risen to the rank of Grand Pirate. His bounty is likely to grow further in the future and for this reason his bounty is now relatively low. In reality, Luffy possesses the legendary Hito Hito no Mi, Model: Nika, and awakening his powers, as well as being World Government’s enemy number one should alone earn him a much higher bounty. However, keeping this information hidden is what the government seeks to do. For these reasons, Luffy’s bounty is 3 billion berries at the moment.
