If some are just ugly and funny, others pierce the impenetrable armor of our hearts with their design, their monstrosity, their Machiavellian plan and the final duel they offer us. NB: we have chosen only the main antagonists great arches of One Piece, those who are leaders of their band. So no Mr. 1, for example, who is the right arm of Crocodile, nor Im or Celestial Dragons, who, for the moment, have not directly obstructed the Mugi during a narrative arc.

14. Foxy the White Fox
Here is a villain who deserves to eat cold mashed potatoes, he is so unbearable. But that’s what makes Foxy a talented antagonist. Despite his total worthlessness, he manages to force the Mugi to participate in a stupid game and make Sanji carry a ball on the head. But let’s quickly move on, finished the little respected villains.
The Headmaster of Impel Down is only present for a short time, but remains the only one who managed to stagger Luffy and the entire Blackbeard crew. Despite their escape, Magellan has literally been untouchable for his entire arc (mostly thanks to his completely abused Devil Fruit), which makes him a dangerous and therefore respected antagonist.
12. Gecko Moria
His saga being the shortest, the old Shichibukai lacks time and space to be further developed. Despite this, he succeeds in providing an excellent challenge to Luffy’s crew, while remaining quite Machiavellian. Stealing people’s shadows remains an unbenevolent activity.
11. Hody Jones
Admittedly, his hatred of humans and his plan to conquer Fish-Man Island make him a good villain as we like them, but doping, then that’s a big no. Working on your muscles is a discipline that takes time and combines effort and nutrition. Getting results by cheating pays for it later. And then, if it’s to be re-tamed by the first pirate who passes, it’s not much use.
He is the final boss of the East Blue saga. Buggy, Kuro, and Creek aren’t up to par to appear in this article. But Arlong holds the road. He subjugates an entire island, loves sea maps, and makes Luffy, Zoro, Sanji, and Usopp walk in style to Arlong Park.
God of Skypiea, Ener imposes a certain form of respect by his power and the fear he inspires. Ener is the kind of villain who feels so strong and untouchable that he does whatever he wants, like chastising people with lightning, having a survival game with the locals, and throwing Raigo all over the island. What he lacks to be higher, despite his far too classy devil fruit, is continuity in the story of One Piecefor his terrible deeds will forever be forgotten.
8. Big Mom
Only an 8th place for the most followed Empress since the island of Fish-Man? The problem with Big Mom is that she doesn’t have her own bow yet. During Whole Cake Island, she is a target, but remains a threat to avoid or risk losing 100% of her life expectancy. Whole Cake’s real boss goes by the name of Katakuri. And during Wano, Big Mom is placed as a second-tier antagonist, after Kaido. Let’s hope later that she will be entitled to her confrontation with Luffy.
OK, we said no right hand or commander, but Katakuri is an exception. The Minister of Flour is clearly the character holding Whole Cake Island in his hand, the one Luffy must outwit to escape. And while he has little impact on the Four Emperors saga, Katakuri managed to climb the ladder of love thanks to the work’s best fight to date.
6. Rob Lucci
CP9’s ultimate killing machine, Rob Lucci was a real surprise during the Water Seven era. No one expected a cold and cruel secret agent, answering only to unbiased justice, as Luffy’s final antagonist. And he held his role wonderfully, and this by dropping less than 10 sentences in the whole arc. Well done, champ.
Beyond his unbeatable style and his voice that inspires nothing but respect and devotion, Crocodile is One Piece’s first real big bad. For a long time, he was the only one to have beaten Luffy twice, and dominated the 30 million berry pirate by far. His plan to take control of a kingdom under the nose of the World Government to steal one of the three ancient weapons, Pluto, is among the most ambitious strategies of a villain of One Piece. And that, we love.
4th place for the strongest creature in the world. Long awaited, Kaido has never disappointed. Oden’s death, Wano Kuni’s takeover, the creation of the Smiles, his sense of honor and his ability to one-shot Luffy with his Kanabo makes him a contender for the throne of One Piece’s top villain. What he lacks to get on the podium is a bit of cruelty, which the three others in front of him have more of. He also has alcohol problems that cannot be condoned.
The main antagonist of the story is placed at the bottom of the podium. Introduced to Drum, Marshall D. Teach is the villain whose evolution we follow in common thread since his fight against Ace. Blackbeard has a heavy resume: guilty of murdering Whitebeard’s 4th Division Commander, he is the one who captures Ace, frees Impel Down’s worst prisoners, starts the War at the Summit, and ends it too, killing many composure Whitebeard. He’s the only pirate with two Devil Fruits, maybe three one day, and that promises a most legendary final duel against Luffy.
2. Sakazuki Akainu
So yes, Navy Chief Admiral Sakazuki “Red Dog” only showed up during the Battle of Marineford, but that was enough to put him in second place. For what reasons ? Well, already it has punched a hole in the manga hero as well as his brother (rest in peace, Ace). Additionally, Akainu takes on a trait that no other villain on this list possesses: he is hated by the entire One Piece fanbase. While many fans look up to Kaido, appreciate Crocodile’s style, or expect a lot from Blackbeard, no one, absolutely no one, has Akainu in their hearts. And that is significant of a real good villain.
1. Don Quixote Doflamingo
The best. The GOAT of the bad guys. Dofla has it all. A very moving flashback, a top secret Machiavellian plan, a kingdom all his own, several war crimes to his credit (erasing the memory of a people and experimenting on children, that’s blah), the status untouchable Shichibukai, ties to an Emperor, a real badass head, pink fur, and a fighting force capable of annihilating thousands of innocent people. Doflamingo is the most complete villain to date, which obviously puts him right at the top of this ranking and in our hearts.
