How weak is Garp if Luffy made him bleed before the Timeskip? Well we can consider that he is not weak at all, but rather vulnerable.

People like to assume super powerful people are super powerful 100% of the time, but that’s just not true. One Piece is more realistic than people think in this regard, as even the strongest in the series are never so absurdly powerful.

There is not a single human being in the world capable of being fully healthy 100% of the time, and when a human is vulnerable, they can be destroyed with relative ease.
